Noreen Brownlie was born in Astoria, Oregon. She graduated with degrees in Journalism and Communications. She worked as a television writer/producer at KGW-TV in Portland, Oregon for nine years. After reading articles in Psychology Today (about the contemporary heroine) and Writer's Digest (about the business of writing romance), Noreen began writing a contemporary romance novel in 1983. She also attended a local conference for romance writers titled A Touch of Romance in 1983 and joined a critique group. She left her television job in April 1984 to write romantic fiction full-time. In May 1985 she sold a three-book contract to Berkeley Second Chance at Love. In all, Noreen published a total of four novels to Berkeley under the pseudonym of Jamisan Whitney. Under her own name of Noreen Brownlie, she published three novels with Silhouette Desire, one novel with Silhouette Special Edition and a ninth novel with Harlequin American.
