Cranks and Shadows

Balzic has just 25 cops to watchdog 15,000 civilians and a new unexpected menace. Witnesses report a small number of heavily armed commandos rappelling out of a helicopter. Rocksburg may not have much, but someone is willing to deploy a small private army to get it. They call it privatization. But Balzic's job is to protect his city--and his city is not for sale.
