Terror Incorporated had planned the operation in Baghdad. All they needed was a state funeral for an important western politician. In Rome, Pope Paul VI died suddenly of a heart attack. The funeral service was to be held in the great plaza before St. Peter's Cathedral in Rome, and was to be the scene of the most monstrous mass assassination of political leaders the world had ever known. Only Counter-Terror could prevent it.
