A nuclear threat looms somewhere within the former Soviet Union. Nuclear weapons materials are being smuggled there from the United States, creating the catastrophic specter of a nuclear-armed rogue republic. Federal prosecutor Adam Stark leads an investigation to discover who is behind the shipments and stop them.
