Blind Waves

Millions have been displaced from their homes due to the Deluge, a 100-foot rise in sea level caused by melted ice caps. Patricia Breenan is owner of an underwater salvage business, a member of the New Gavelston city council, and a well-known figure. But that won't help her when she finds a sunken freighter with dozens of bodies chained up in its hold, and evidence it was fired upon by a U.S. government ship.
