Neal Donahoe walks the piers of Santa Barbara as the town's acting harbourmaster. Newcomer, Coast Guard Lieutenant Tory Lennox, is beginning to feel like a part of her beat --the city's marina. But there are problems between the lovers. Neal is pushing for marriage, but Tory, feeling doomed to wither away at her post,isn't sure what she wants. All of that changes, and their personal problems seem insignificant, when Tory befriends a struggling family living in a maritime eyesore of a boat. Suddenly, the righteous self-declared minister and head of the family regards her as his psersonal angel of mercy. What started as gratitude erupts into something frighteningly more when the minster's mask slips, releasing a zealot with a rage that consumes everyone he loves, including Tory.
