A man the British government believed would be it's greatest asset. But like many things the forces got wrong in Belfast, Cleary was just another to add to their list. His father was a key player in the Provisional IRA’s army council. His wife’s three older brothers were ex-British soldiers who helped form the UDA.
MI5 believed Cleary could get close to the heads of both organisations and bring an end to the war.
