Print journalism is making a start among the folk of Paeon. There are stories to write; the long war with Welm, a sudden campaign by the Horse King, the discovery of books from Queen Filome's library, the travels and affairs of resurrected queens, the decay of the Nister cult at New Elfwine, and the greater decay of the whole colony.
Meanwhile there's been a murder.
Rasmo appeared earlier in this series. He wrestles with the question; how does a civilization develop by normal progress, when the option exists to leapfrog via the use of templates and three-d printers, even bioprinters which work like universal wombs? But Rasmo's ruminations are waylaid when his buttons are pushed.
Like Earth long ago, Paeon has no effective Council of Leaders to rule on technology issues. An aspiring junto learns that carrier-pigeon methods can't do the job. Paeon is worse off, because Doctor Dorian has planted one or more secret lairs, where schemes are carried forward without regard to public opinion.
Efram and Rosary are main characters in this book. Efram is remembered from Flight of the Vanguard. Rosary encounters a form of witchery first seen in Elfwine.
Our Russian souls have been written up before, Gennady in Flight of the Vanguard, and Stegge slash Nikita in Elfwine. Flight of the Vanguard introduces many people and places revisited here, but Queen Miranda is now mysteriously absent.
