Ernest Masterman, the British Chancellor of the Exchequer, and his wife Sybil come to the small Caribbean island of St Barbara, having experienced revolution elsewhere. The Administrator of the island arranges for them to stay with the island's leading businessman, wily Joseph Mordecai.
