Mercy barely returns to Zion, heartbroken and lost without Orion, when a messenger comes from the land they once called The Forbidden with the news of the return. Orion has just won the freedom of his people, renaming the coalition that Meyers had raised him to take over, Liberty, a land of freedom. Already overwhelmed with running an entire population and doing so without Mercy by his side, Orion now has to contend with a new threat.

The balance of safety and freedom comes to a head, with the people of Zion left to make a difficult choice: Hope to remain hidden and outside of the upcoming war or give up their solidarity to fight for the common cause of freedom.
