In the summer of 1941, shipbuilder Joe Felice answers the call to join the war effort. He volunteers as an air raid warden in the newly created Office of Civilian Defense. Joe and his buddies patrol the streets of Dory Harbor, Massachusetts, during the mandated blackouts.
At the end of a midnight shift, Joe follows a sliver of light from inside the local barber shop, intending to issue a citation to the violator. Instead, he stumbles across the body of his friend and fellow warden, Frank Costello. Desperate to get justice for Frank, and clear his name, Joe persuades his college-student daughter to help him investigate.
