The Home Office begins to smell a rat when the police in various parts of the country find themselves obliged to release an increasing number of suspects after other persons, some of them already in custody, 'confess' to the crimes. Criminal Warfare Agencies are asked to investigate and James Packard is assigned to the job. Operating from a remote village in the Fens, he infiltrates himself into a highly curious insurance company, resulting in a desperate cross-country chase.
