The body of a man, recently sprung from Wormwood Scrubs, is found in a burst-open crate being loaded aboard a ship in Shoreham Docks. James Packard, London operator for Criminal Welfare Agencies of New York, is assigned to find out the background and to prevent the murder of another convict who is on the run, both from the police, and from his own mob. Packard's enquiries take him from Scotland to Naples, where he eventually catches up with his man!
