They call themselves The Syndicate, a shadowy group of people ready to seize power in Germany, overthrow Meyer and her government, and "save the country". One of them is a prominent television celebrity. Others include a judge, a university professor, and a disgraced disgruntled former cabinet politician fired by Meyer.

The group's written manifesto accidentally falls into the hands of an innocent civilian who goes to the media with it. When he is subsequently found murdered hanging from a lamp-post with his tongue cut out, Department 89 is brought in to topple the group before democracy is dealt a death blow.
