As Mr. Spectre travels to Europe to investigate the origins of Armand LeSeur's letter, he runs into the leader of an outlaw gang in Belgium that he refers to as 'the Dragon Lady.' Along the way, he uncovers secrets that lead him to Belgium, France, and Louisiana, where he faces danger at every turn.
