At the beginning of World War Two Wheatley was recruited to a highly secret department of the War Cabinet and in December 1941 he became a Deception Planner. The objective was to divert the resources of the enemy away from the real Allied operations and to direct them against imaginary operations. Deceptions include the "Man Who Never Was" and "Monty's Double" and the deception over D-Day about the time and place of the Allied assault on Europe.
