The life of Raven, bounty hunter and contract killer, has taken a downturn since the murder of her husband, Aidan. Not only is she struggling with her grief, but a local reporter has filmed her fleeing the scene of some of her crimes. She can only hope that her past doesn't catch up with her before she can begin her new life in Norway.

Before Raven can leave Yorkshire, Sergeant Tom Carter, the police officer who is onto her crimes, approaches her for help. He's discovered that some of his police colleagues are corrupt, working for Patrick Bryce, the richest man in the city. He has evidence against them and they've been pursuing him relentlessly in an effort to get hold of it before he can hand it over to his superiors. The bent officers, believing Raven and her father and brother are sheltering Tom, target them too, leaving them no choice but to join the fight.

The streets of Leeds become a battleground as those who are paid to protect the public are driven to commit terrible crimes while the criminals become the protectors.
