After the Civil War, Singletary returned to Spring City, Tennessee and began an effort to relocate black settlers to Dunlap, Kansas located on the eastern edge of the Flint Hills. But not everybody in Dunlap wanted exodusters as neighbors.

Governor Hoppe calls on Eutychus Bly to head to the Neosha River Valley to protect the African American settlers from those who were already making their lives hard.
