When Rose Callahan is unceremoniously asked to pack her things and move her and the women who work in her bordello out of Indian Territory, she returns to Texas, her home. But Callahan decides against going back to Waco. Instead, she relocates to San Angelo, a small town just north of Fort Concho, one of the forts established after the Civil War to protect settlers moving into West Texas. San Angelo is a lawless cowtown, and the arrival of the Buffalo Soldiers of the Tenth Cavalry, which encounters the prejudices of San Angelo’s residents, combined with Callahan’s arrival, which infuriates the brothel owners who had already established themselves there, creates an untenable situation for the single Texas Ranger based in San Angelo.

J.D. Pettit and three of his fellow Rangers are dispatched from Garland to San Angelo to help Ranger Mack Dell keep things from erupting into open warfare. J.D. to this point has always thought that jobs in East Texas were the hardest of his career. When he arrives in San Angelo, he learns that no matter how bad things have been before, they can always get worse.
